Manitoba became the first province to level the English and French languages. Even in 1870 the Decree of Manitoba in the Canadian Parliament incorporated it into the country and declared a bilingual education system. True, the law was overturned in 1890, but in 1979, admitted it unconstitutional. At University College, located in a suburb of Winnipeg's St. Boniface (the lessons are conducted in French), there is a special institution dealing with the transfer of accumulated since 1890 laws.
